PHILADELPHIA - Forty-five minutes before Kanye West opened his Made In America headlining set with 'Black Skinhead,' electro house musician Steve Aoki amped up festival-goers with a fitting remix of The Chainsmokers' ' Kanye' song, which features the lyric, 'I want to be like Kanye, I'll be the king of me always.'


But to be like Kanye, one would need to always be ready to deliver a thought-provoking monologue at any given moment, just like the 37-year-old rapper did Saturday night.


Midway through 'Runaway,' an autotuned Kanye gave a rousing 5-minute speech that touched many subjects: what he perceived as hateful criticism from media, the vision he has of everyone loving each other, as well as his public relationship with wife Kim Kardashian.


Kanye also dropped some memorable lines between songs that spanned his entire collection of six studio albums, ranging from 2004's College Dropout to last year's Yeezus.


Here are five Kanye quotes from Sunday that are worth repeating:


1. On his marriage to Kim Kardashian

'For me to be [in] a very publicized interracial relationship is not a joke,' he said. 'It's something that should be treated with respect because we're all in this together.'

Kanye West took the Made in America stage at 10:37 p.m., entering to the sound of snarling, roaring lions and the confrontational tribal drums of 'Black Skinhead.' He prowled the stage like a big cat, a brilliant red backdrop behind him. Wearing a mask while the video screens showed him only in stylized silhouette, he slowed the song at the end and quietly rapped: 'I always knew they would come for me.'


With an amped-up crowd that had been patiently waiting for his arrival in the palm of his hand, West went on to mix catalog hits like 'Can't Tell Me Nothing' and the T. Rex-sampling 'Power' with further salvos from last year's album Yeezus such as 'New Slaves,' for which he dramatically removed his mask.


West went on one of his trademark monologues about 25 minutes into his set, reminding his fans that 'this s--- we do is serious' and talking about how he makes 'music to help more people' and 'what we do, we put our lives, out hearts, our soul into. It's three in the morning every night in the studio.' He then made a change in the set list, and did 'Blood On The Leaves,' his song from Yeezus that samples the Nina Simone version of 'Strange Fruit,' the song about the lynching of African Americans recorded by Billie Holiday in 1939.


Later, in 'Runaway,' West again got defensive about the people 'who think Kanye isn't a good guy,' taking to task, among others, comedian Jay Pharoah, who mocked him on last week's MTV VMA awards. His rambling Auto-Tuned, heartfelt speech argued that it's counterproductive to criticize people such as himself who deal in 'beauty, truth, love, and just helping the next guy out.' He then repeatedly chanted the words 'with love, with love ... '


That latter portions of West's set took a celebratory turn - much more so than Yeezus ever did - as he dug into ebullient mid-'00s hits like 'Jesus Walks,' 'Touch The Sky,' and 'The Good Life,' of which he repeatedly said, 'It feel like, it feel like, it feel like Philly!'


After finishing with 'Bound 2' - you know, the one with the video in which he rides through the desert on a motorcycle with a topless Kim Kardashian straddling him - West returned to the stage perversely, to do 'Blood On The Leaves' again. He also irresponsibly tried to instigate a massive mosh pit by urging his fans to start pushing the people next to theme when the song 'gets to the part where the beat's all chopped up.' People in this concertgoer's vicinity did not pay him heed.


After declaring, 'This is Made In America, and I am Yeezus,' he ran through the song one more time, and dropped the mic as the clock struck twelve. The much-anticipated guest appearance from his Watch the Thone partner Jay Z, who was spotted on the festival grounds earlier in the evening, never materialized.

With a Delaware wedding, of course.


West was joined by his wife Kim Kardashian and their 1-year-old daughter North West at the University and Whist Club in Wilmington Saturday afternoon, hours before the superstar musician was scheduled to headline the Jay-Z-curated Budweiser Made in America Festival in Philadelphia, sources said.


The West family attended the wedding ceremony and stayed for lunch before leaving, one of the sources said. The relationship between West and the newlywed couple was not immediately known.


West is scheduled to perform on Benjamin Franklin Parkway in Philadelphia at 10:30 Saturday night as part of the third annual Labor Day weekend music festival. He will then fly back home to Los Angeles where he will headline Made in America's spin-off festival on Sunday night in Grand Park.

Council to Review Alternative Health Plan

Memphis City Council members Tuesday, Sept. 2, talk over a proposed high-deductible health insurance plan that would restore health benefits for city employees and retirees.


The 1:30 p.m. executive session discussion by the full council is the first since the leaders of the Memphis Fire Fighters Association pitched the plan at a health insurance oversight committee session in July.


Memphis Mayor A C Wharton Jr.'s administration has since disputed the union's claim that the plan will save the city $24 million.


The union, in turn, has said the administration is unrealistic in expecting any health insurance plan to contribute savings that go toward the city's unfunded pension liability.



Meanwhile, union leaders have said they are pursuing a sales tax hike that could go on the Nov. 4 ballot in Memphis to restore the health cuts and that they will file a lawsuit over the changes.


The council abandoned a referendum ordinance on the sales tax hike last month after council attorney Allan Wade said there wasn't time to approve it on three readings before a Labor Day deadline to get it to the Shelby County Election Commission. But the unions could petition the city council outside the ordinance process for such a referendum.


The council approved health insurance coverage cuts in June and are scheduled to vote in October on city pension plan changes proposed by Wharton.

On the agenda is a resolution to create a $2 million 'safety net' fund for one year to cover any city employees or retirees who fall between the cracks in the shift from coverage by the city to coverage under the federal Affordable Care Act.


A vote on the resolution has been delayed twice as Wharton and his administration have reshaped it into what they call a 'trust fund' with donations - money and services - from outside city government to a nonprofit entity that would administer the fund.


Council members also vote Tuesday on $270,000 in capital funding to buy two Pro-Patch trucks used to make street repairs.


Also on the council's agenda is a special use permit at 951 Brooks Road, east of Dogwood Lane, by Sylvia Owens for a car lot.


The car lot would use specific spaces in a strip shopping center parking lot shared with customers coming to other businesses in the center. The car lot is also next to a residential area. The Land Use Control Board and Office of Planning and Development are recommending significant upgrades to the center, including landscaping.


At a 1 p.m. committee session, council members discuss a proposed ordinance that would ban noisy construction and demolition projects in any residential district in the city during holidays. The ban would be an addition to the countywide Unified Development Code that already limits such work to weekdays between 7 a.m. and 6 p.m. The ordinance includes permits for exceptions for a maximum of 30 days from the chief building inspector's office.


At an 11:30 a.m. committee session, the council talks over a proposed ordinance that would add a $5 fee to any traffic citation from the Memphis Police Department that is written electronically. No draft of the ordinance was included in the documents with the council's agenda late last week.


Neither were details of a proposal by the Wharton administration to spend $1.8 million in capital funds for 'various repair projects in City Hall.' A council committee is scheduled to review those projects at a 9:15 a.m. meeting.


Can Walmart make $4 co

Wal-Mart has played it safe when it comes to retail clinics, partnering with regional hospitals to offer services like flu shots. But now, the retailer is taking a more aggressive tack, with in-store branded clinics offering primary care at a price competitors may find hard to match.


'It was important to Wal-Mart that we be able to maintain or be a price leader in this space,' said Jennifer LaPerre, Wal-Mart U.S. senior director for health and wellness, who is overseeing the rollout of the company's new Walmart Care Clinics.


LaPerre was in Carrollton, Georgia, in the foothills of the Appalachian mountains, to open the ninth Walmart Care Clinic. Three more are planned this year as part of a pilot program to offer primary care services such as health screenings and disease management of conditions like diabetes and high blood pressure in-store.

The price? Just $4 for employees and dependents on the company's health plan. For customers, the price is $40-about the same as an online telemedicine consultation with a doctor.


'We wanted to be able to monitor and manage and control price. We wanted to be able to focus on a scope of services that were meaningful to our customers and associates,' LaPerre said.



Wal-Mart is able to price it that low, in part because the clinics are staffed by nurse practitioners from Quadmed, a provider of on-site workplace clinics.


'These particular set of services that are going to be provided are really ideal for a nurse practitioner to manage,' said Dr. David Severance, corporate medical director for Quadmed, though each clinic is overseen by a supervising physician.

Severance said he expects the low price could make a big difference for patients with conditions like diabetes and hypertension, who need to get check-ups every three to six months.


'If a patient has a fairly sizable co-pay, just to see the provider for each one of those visits, there's a much greater likelihood that they won't follow through with what the prescribed treatment is,' he said.


Rx for employee health care

Offering its employees a visit with a nurse practioner for the price of a latte at Starbucks could also help Wal-Mart control its own health-care expenses. Earlier this month, the retailer revealed its health costs were expected to increase by $500 million this year because more of its workers than expected are signing up for its health-insurance benefits.


While Wal-Mart won't discuss possible reasons for the enrollment surge, the push for Obamacare enrollment likely played a role, according to Neil Trautwein, a vice president at the National Retail Federation. In states that opted out of Medicaid expansion, Wal-Mart workers may not have been able to get subsidies for health exchange plans. Under the Affordable Care Act, subsidies kick in for those making over $15,900 a year.

'To the extent that a state has not expanded Medicaid and the individual ... faces their own obligation to obtain coverage, then that may make an employer plan more attractive,' Trautwein said.


Wal-Mart is launching the clinic pilot program in three states that didn't expand Medicaid-Texas, South Carolina and Georgia-states that also have a high concentration of uninsured residents.


'With their in-store clinics, that's a pretty good way to handle that added enrollment and first-time health coverage consumers,' Trautwein said.


But it's just as important to Wal-Mart to leverage the clinics to drive overall sales.


'As we look at the business model ... it was not just about looking at the clinics in isolation,' LaPerre said. 'The traffic coming into the Walmart Care Clinic really benefits the entire box.'


Priced to disrupt

Consumer-directed health-care services represent a $235 billion market, according to the Advisory Board Company, a health-care research and consulting firm. Wal-Mart could become a big player through its clinics.


'I think there is the potential to make a real dent in the marketplace,' said Christopher Kerns, a managing director at the Advisory Board.


Kerns and his colleagues wrote about a big retailer planning to expand into primary care in a 2013 report titled The Consumer-Oriented Ambulatory Network. The retailer said when it came to referrals, it would partner with hospitals and doctors based on pricing and quality.

'Providers have a choice to make. They can either compete with many of these retail providers ... by offering lower-cost services that are not just cheaper, but they are also more convenient and of a higher service standard, ... or they can partner with them,' Kerns said.


Few providers could compete with Wal-Mart's $4 office visits for its associates, and it's not clear the retailer could ever make that price point work for its customers. So, why make it that cheap?


'The $4 price point was not magical. There wasn't a lot of science. For us, it was about being consistent,' LaPerre said. The company was the first to introduce $4 generic drugs at its pharmacies in 2006, prompting others to lower their pricing on generics.


'That has brand recognition, and candidly, was meaningful from an offering compared to the health-care industry,' she said.


Call it a $4 wake up call to providers: Wal-Mart is getting serious about health care.

The reality star posted a handful of snapshots from her vacation last week in Punta Mita, Mexico. In the photos, Kardashian appears in a bright red bikini while paddleboarding on the ocean with a friend.


Alas, the 33-year-old was not the best at the water activity. 'We really tried.... #PaddleBortFail,' she captioned a photo that shows her and her friend falling off their boards.


Kardashian was staying at friend Joe Francis' exclusive Casa Aramara estate, which costs $15,000 per night during the low season.

Kim Kardashian was reportedly furious with half-sister Kylie Jenner for choosing to dye half of her hair blue right before her wedding to Kanye West. The conflict arose during a taping for the newest season for Keeping Up With The Kardashians.


The 17-year-old was confronted by her older sister while she, Khloe Kardashian and Kendall Jenner were on their way to an event. During the limo ride, Kim Kardashian told Jenner that the two would need to have a serious discussion about whether or not the youngest member of the clan would be sporting her newly brightened look to the event of the century, which at the time was only days away. She suggested her half-sister use clip-in hair extensions to prevent attention being drawn to the colored locks, an option that Jenner flat out refused.


The bride-to-be did not take very kindly to this response, going on to give a solo statement to the camera that she did not understand why her sister would insist on having blue hair at her wedding, something that she did not feel was entirely appropriate for the occasion. She went on to detail her feelings that her younger sister was blatantly disrespecting both her feelings and the importance of the event.


Kim Kardashian was not the only member of the family that was less than impressed with Jenner's new locks. Family matriarch Kris Jenner was also reportedly displeased with her daughter's style choice, as Jenner recalled in an interview with E! that took place in May, right around the time of the wedding. She says that her mother told her that she looked like a Skittle, adding that the color in no way suited her. Jenner then joked that she informed her mother that she would keep the hairstyle for two years just because her mother had made such a remark.


This is not the first reported incident of Kim Kardashian making extreme demands and stressing out about her upcoming nuptials, to the point that some began to refer to her as a 'bridezilla.' She was reportedly obsessed with her weight and figure in the months leading up to her big day, going on extreme diets and getting new fittings for her wedding dress on a constant basis. There were reports that she was jealous of younger sister Khloe's newly slimmed-down figure, which she was said to believe would outshine.


She also reportedly did not want her sister's rumored new boyfriend at the time, rapper French Montana, to attend as the gossip surrounding this would take away from the focus on her and West. There was also the matter of her brother, Rob, leaving the wedding before it had even started, which some sources stated was because of Kim Kardashian reprimanding him for not losing enough weight before her ceremony. Kim has since denied these rumors, stating that it was Rob, himself, that was embarrassed to be photographed.


Kylie Jenner has since removed the blue hue from her hair. She has dyed her hair a dark brown color and added extensions. There is no word as to whether or not her choice to get rid of the color was in any way associated with half-sister Kim Kardashian's displeasure with it.

Big Box Health Care: Are You Ready for Walmart Care Clinics?

Wal-Mart has played it safe when it comes to retail clinics, partnering with regional hospitals to offer services like flu shots. But now, the retailer is taking a more aggressive tack, with in-store branded clinics offering primary care at a price competitors may find hard to match.


'It was important to Wal-Mart that we be able to maintain or be a price leader in this space,' said Jennifer LaPerre, Wal-Mart U.S. senior director for health and wellness, who is overseeing the rollout of the company's new Walmart Care Clinics.


LaPerre was in Carrollton, Georgia, in the foothills of the Appalachian mountains, to open the ninth Walmart Care Clinic. Three more are planned this year as part of a pilot program to offer primary care services such as health screenings and disease management of conditions like diabetes and high blood pressure in stores.


The price? Just $4 for employees and dependents on the company's health plan. For customers, the price is $40-about the same as an online consultation with a doctor.



'We wanted to be able to monitor and manage and control price. We wanted to be able to focus on a scope of services that were meaningful to our customers and associates,' LaPerre said.


Wal-Mart is able to price it that low, in part, because the clinics are staffed by nurse practitioners from Quadmed, a provider of on-site workplace clinics.


'These particular set of services that are going to be provided are really ideal for a nurse practitioner to manage,' said Dr. David Severance, corporate medical director for Quadmed, though each clinic is overseen by a supervising physician.


Severance said he expects the low price could make a big difference for patients with conditions like diabetes and high blood pressure, who need to get check-ups every three to six months.


'If a patient has a fairly sizable co-pay, just to see the provider for each one of those visits, there's a much greater likelihood that they won't follow through with what the prescribed treatment is,' he said.


'It was important to Wal-Mart that we be able to maintain or be a price leader in this space.'

Offering its employees a visit with a nurse practioner for the price of a latte at Starbucks could also help Wal-Mart control its own health-care expenses. Recently, the retailer revealed its health costs were expected to increase by $500 million this year because more of its workers than expected are signing up for its health-insurance benefits.


While Wal-Mart won't discuss possible reasons for the enrollment surge, the push for Obamacare enrollment likely played a role, according to Neil Trautwein, a vice president at the National Retail Federation. In states that opted out of Medicaid expansion, Wal-Mart workers may not have been able to get subsidies for health exchange plans. Under the Affordable Care Act, subsidies kick in for those making over $15,900 a year.


'To the extent that a state has not expanded Medicaid and the individual ... faces their own obligation to obtain coverage, then that may make an employer plan more attractive,' Trautwein said.


Wal-Mart is launching the clinic pilot program in three states that didn't expand Medicaid: Texas, South Carolina and Georgia - states that also have a high concentration of uninsured residents.


'With their in-store clinics, that's a pretty good way to handle that added enrollment and first-time health coverage consumers,' Trautwein said.


But it's just as important to Wal-Mart to leverage the clinics to drive overall sales.


'As we look at the business model ... it was not just about looking at the clinics in isolation,' LaPerre said. 'The traffic coming into the Walmart Care Clinic really benefits the entire box (store).'



Consumer-directed health-care services represent a $235 billion market, according to the Advisory Board Company, a health-care research and consulting firm. Wal-Mart could become a big player through its clinics.


'I think there is the potential to make a real dent in the marketplace,' said Christopher Kerns, a managing director at the Advisory Board.


Kerns and his colleagues wrote about a big retailer planning to expand into primary care in a 2013 report titled The Consumer-Oriented Ambulatory Network. The retailer said when it came to referrals, it would partner with hospitals and doctors based on pricing and quality.


'Providers have a choice to make. They can either compete with many of these retail providers ... by offering lower-cost services that are not just cheaper, but they are also more convenient and of a higher service standard ... or they can partner with them,' Kerns said.


Few providers could compete with Wal-Mart's $4 office visits for its associates, and it's not clear the retailer could ever make that price point work for its customers. So, why make it that cheap?

Demi Lovato credits Kim Kardashian with making non-stick thin bodies a more accepted part of our beauty culture.


After posting a side-by-side image of four of her recent VMA outfits to Instagram on Monday with a note about her own body struggles, Lovato opened up to Access Hollywood about how she thinks things have changed since the time that she was a young girl.


'When I was growing up and when I was a pre-teen, the people that I had to look up to [for] body image [were] extremely underweight,' Lovato said in the interview on Thursday. '[They] were all very bony at that time and that was the in thing.'



But the singer says now things are different. 'I really credit women like Beyonce and Kim Kardashian. [They] completely revolutionized our generation's view...of what beautiful is,' she said. 'You can think whatever you want about the Kardashians, but they really did help tons of women feel comfortable in their own skin, and I like to carry that message on.'


Since attending treatment for eating disorders and cutting back in 2010, Lovato has strived to be an outspoken role model for young girls dealing with cultural pressures to be thin. She spoke to Ellen DeGeneres in 2011 about the importance of seeing a variety of body types represented in media:


'There was nobody out there for me to look at and say, maybe this is unhealthy. Maybe starving myself isn't the answer,' she said. 'So I want to be that for a 13-year-old girl at home deciding whether or not to eat dinner, or an 18-year-old deciding whether or not to keep her breakfast down. There needs to be a role model out there, and for the first time in my life, I actually feel like one.'

Changes in UCSB Health Insurance

Adjustments to the Gaucho Insurance decreased the maximum mile radius to 30, leaving more students ineligible for the waiver

Students with health insurance providers outside of a 30-mile radius around Student Health are now ineligible to waive Gaucho Health Insurance according to policy changes made earlier this year. The Gaucho Health Insurance policy is discussed and re-evaluated annually by a Gaucho Health Insurance Advisory Committee, comprised of undergraduate and graduate student representatives as well as leaders in the Division of Student Affairs, Student Health Services and Counseling and Psychological services. The committee sets recommendations using cost and benefit analysis to revise the insurance policies. While the UC Office of the President requires students to have an in-network doctor or hospital in order to waive the campus insurance plan, individual campuses determine that network's radius. Thirty miles is the smallest network radius of the UC campuses, but also the most common. UC Berkeley, UC Riverside and UC Santa Cruz also require healthcare within 30 miles. UC Davis has the largest radius of 175 miles. UCSB alumna Arezu Hashemi, current GHI Advisory Committee member and former Associated Students Off-Campus Senator, said the committee met to balance health insurance price and benefits. 'We considered what would increase the number of healthy students on campus and if the new additions would make students more receptive towards using Student Health,' Hashemi said. According to Hashemi, the GHI Advisory Committee made the decision with the intent to promote campus health, not to cause students difficulty. 'They wanted to change it so that students with Kaiser wouldn't be able to waive, not to make it harder for students to pay for this health insurance, but to have them be able to have access to good health care where they were,' Hashemi said. UCSB Student Health Executive Director Mary Ferris said the mileage limit was set with the consideration that students have had problems in the past reaching their nearest health care provider. 'We know that that excludes things in Ventura County, especially Kaiser which is 40 miles away,' Ferris said. 'For students that don't have a car, we've had some real crisis where students could not get care because it was so far away and they had no way to get there. It's not just Kaiser but any limited HMO (Health Maintenance Organization) that didn't have care within 30 miles we felt was not reasonable to meet the minimum requirement for insurance. Other campuses like Los Angeles or Berkeley don't have the same problem because there are so many services nearby to them, but for us it was more of a big deal.' Anna Kodelashvili, a second-year communication major, started a petition to make GHI optional. Kodelashvili said for a student who already has Kaiser Health Insurance, the additional expense of Gaucho Health Insurance is 'very unreasonable.' 'Living with a single parent who is still paying off her undergraduate loans, her graduate loans and still trying to help me out with my school loans - it is impossible to keep on adding these fees to tuition,' Kodelashvili said. 'If it was maybe a more reasonable price for insurance then that would be different, but for my friends who bought the insurance last year, they were paying more than they were actually being covered for ... so it seemed like a huge waste of money.' Although there is an appeals process, Kodelashvili said the sentiments remain. 'I just really hope that in the future, students will be able to make these kinds of choices, because this is a personal choice; this shouldn't be mandatory,' Kodelashvili said. Ferris said GHI is reviewed annually by the advisory committee and must be adjusted to meet recent health care reform standards. 'Every year we have to review the benefits and some of the changes were mandated by the Affordable Care Act, and that's one reason why the price had to go up because certain coverages have to be included,' Ferris said. 'But then we also made changes to keep the price down.' According to Ferris, although the price of Gaucho Health Insurance is higher, financial aid rewards are set to accommodate the rise. 'One of the reasons we had to make our decisions so early in the year, by February, is that we decided the premiums for the next year, because financial aid always adjusts by that amount for rewards,' Ferris said. Ferris also said the mileage requirement restricting the amount of students who can waive school insurance was created because the UC Regents required that all UC students have health insurance of a minimum criteria and established waiver guidelines. 'The waiver criteria is the same for all the campuses except that each campus sets a distance requirement based on their own situation,' Ferris said. 'The mileage requirement was set by the Gaucho Health Insurance Advisory Committee. We decided upon 30 miles because that is the limit of the county, where we felt it was reasonable for students to be able to get care within that distance.' Ferris said only around half of UCSB students are covered by Gaucho Health Insurance each year. 'Last year 800-900 students had HMOs based more than 30 miles away from campus,' Ferris said. 'That included not only Kaiser but Medi-Cal coverage that is based in a county. So a lot of times, when you save money, it only covers you in the county where you reside in. That's a really serious problem.' According to Ferris, an appeal process was created for students in unique circumstances who have had their waivers denied. 'We are granting appeals to students that can tell us and testify that they have access to transportation and they are willing to take the risk that it's difficult to get so far away for their care,' Ferris said. 'We know that this is a hardship for students and their families and it's been very difficult for us too.'

Consumers Will Owe Uncle Sam If They Got Health Insurance Subsidies ...

Consumers getting government subsidies for health insurance who are later found ineligible for those payments will owe the government, but not necessarily the full amount, according to the Treasury Department.



The clarified rule could affect some of the 300,000 people facing a Sept. 5 deadline to submit additional documents to confirm their citizenship or immigration status, and also apply broadly to anyone ultimately deemed ineligible for subsidies.


First reported by the newsletter Inside Health Policy on Thursday, the clarification worries immigration advocates, who say many residents are facing website difficulties and other barriers to meeting the deadline to submit additional details. Those who don't know about the deadline, or can't meet it because of glitches, could be deemed ineligible for subsidies and lose their coverage.


'We're very concerned about the implications of this on hundreds of thousands of low-income individuals who are likely eligible, but have encountered significant difficulties with the website, uploading or sending documents,' said Mara Youdelman, managing attorney at the National Health Law Program.


If found ineligible, residents could owe thousands of dollars.


Under the health law, people who earn between 100 percent and 400 percent of the federal poverty level, about $11,670 to $46,680 for an individual this year, are eligible for premium subsidies to help them purchase coverage if they buy through the new state and federal marketplaces, such as healthcare.gov.


Some exceptions apply. For example, undocumented immigrants cannot enroll in coverage through the new marketplaces. And people with job-based insurance that meets the law's requirements are not allowed to get a subsidy, no matter their income.


A Treasury official said an enrollee who gets such an advance tax credit, but is later found ineligible to have received it, would have to pay those amounts back, generally through a tax refund reduction.


Such a rule would not just affect the 300,000 immigrants who have received notices requesting additional information. It could also apply to someone who had job-based insurance, for example, but was approved incorrectly for a subsidy through the new marketplaces. If later found ineligible because of that job-based coverage, that person would also owe the government what was paid to insurers on his behalf.


What's less clear is how much an ineligible person would have to pay.


The health law caps repayments for subsidy-eligible lower income residents to between $300 and $2,500, depending on family size and income, according to the Internal Revenue Service. But people who earn more than four times the federal poverty rate must pay any subsidies received back in full, with no cap. Whether those caps apply to people who received subsidies but were later deemed ineligible is not clear.

'I start out the first day with a clean blowout. The second day, I put in dry shampoo, which adds texture. Then, the third day, I sleek it and I straighten it, and then, the fourth day, I put our oil in it, and I make it a really sleek look. I might do a ponytail or a sleek bun. Case in point: Jenner's outfit on Tuesday, Aug. 26 in Calabasas, Calif. The Rebels: City of Indra: The Story of Lex and Livia co-author wore a moto jacket and crop top paired with a leather skirt and moto boots. Look familiar? Kardashian, 33, wore a similar skirt with a front slit and moto heels back in April in Studio City.

A few days earlier at the MTV VMAs on Sunday, Aug. 24, Jenner wore another Kardashian-inspired look. The long-sleeved satin number by Alexandre Vauthier featured a plunging neckline and scandalously high slit. The dress resembled Mrs. Kanye West's Lanvin from the Metropolitan Museum of Art's Costume Institute Gala on May 5, which flaunted her cleavage and had a slit so high it exposed Kardashian's underwear.

The most convincing photo, however, may be from Monday, Aug. 25. While the ripped-to-the-extreme jeans shouts of Kardashian's overexposed legs from April 20 in a similar denim pair, her hair and makeup was of the Kim variety. Jenner abandoned her bob and rocked long, stick-straight black extensions a la her big sister. Most noticeably, her makeup looked perfectly contoured, playing up her strong brows and pouty lips.


School board limits insurance for employee spouses


The Hamilton County school board didn't waste time Thursday changing the way the school system's health care plan handles spouses.


The board unanimously made the following change just after 5:30 p.m. a little more than half an hour after their special meeting began.


The only way spouses can stay on the school's health plan is if they sign an affidavit saying they don't have insurance through their job.


If a spouse doesn't have insurance through their non-school job, they can get school insurance - for $100 extra a month.


'If they have insurance where they work, they must take that,' central office administrator Leon Rash said. 'They can't be on our plan.'


The change will affect some 1,700 teachers whose spouses are on the school's plan.

The room was buzzing minutes before the Hamilton County school board began its meeting at 5 p.m. today to decide what changes to make to employees' health insurance.


Teachers were seated throughout the room, and they packed the last row of seats with hand-written signs at the ready that said such things as 'None of the Above,' 'Teachers Need Respect, and 'More Work, less pay.'


The board is expected to choose between three options to save millions: Charging school employees an extra $100 a month out-of-pocket to keep spouses on the school's health care plan; booting spouses off the plan entirely if the spouse has nonschool insurance available, or replacing the school's insurance with a high-deductible plan.


'One hundred extra dollars a month is going to be a killer for us,' said Susan Kite, a librarian at East Ridge Elementary School who has 32 years of teaching experience.


Kite and her disabled husband can't afford to pay the extra $100 or find supplemental insurance for him, she said.


Kite wants the district to slow down.


'Too fast and furious,' she said of the proposed changes.


Also in the crowd was retired teacher Samevelyn Morgan Rock, who made an unsuccessful bid to run for the school board seat held by David Testerman, who represents East Ridge.


'That's the reason I ran: To stop this kind of mess,' said Rock, a past president of the Hamilton County Education Association, the teacher's union.

In 33 years of teaching, Jenni Oliver had never written a letter to the school board - until Wednesday.


Oliver shared her pain and upset over proposed cuts to Hamilton County Schools employees' health benefits. Board members will vote on the changes at a meeting that starts at 5 p.m. today.


'What is this saying to them? You are not important, you are not valued, you will take what is given to you,' Oliver, an assistant principal at East Hamilton Middle-High School, said in her letter to the board. 'In a time when we are asking our teachers to do so much more with so little, they are now being asked to take, in essence, a pay cut.'


The board will weigh three options at its meeting tonight:


Under option one, school employees will pay $100 more out-of-pocket each month to keep a spouse insured.


Under option two, spouses will be denied school insurance - provided the spouses can get insurance through their nonschool job - and everyone's prescription co-pays would increase. Both options would save the district an estimated $5 million a year.


The third option, a high-deductible plan with a pre-tax health savings account, could save the district as much as $12.7 million - but would be an abrupt departure from the current plan. A family would pay a $5,000 deductible under option three.


'I've had a lot of angst about it, having been a teacher,' District 7 school board member Donna Horn said. 'I don't really have a sense how everybody's going to vote.'


Horn, who represents the East Hamilton area, sought teachers' input on which option they preferred. She said Wednesday she had gotten close to 90 replies.


'I'm thinking that option one may be my preferred option,' Horn said. 'I'm basing that on the information that I've gotten from the teachers in my district.'


Option one would affect the fewest employees, School Superintendent Rick Smith said, since 1,700 of the district's 4,678 employees have a spouse on the plan, and only those 1,700 employees would have to pay. Option two would affect just about everyone, he said, since most people get prescriptions of one sort or another.


The school district's health insurance covers about 10,000 people, Smith said, when spouses and children are added in.


'Until this year, we've had to raise health insurance premiums twice in the past 12 years,' he said.


Employees' monthly premiums went from $25 a month to $100 in the 2010-11 school year, Smith said. In the 2012-13 school year, he said, the cost for dependents increased by $75 a month.


The district spends $50 million annually on health care, health care consultant Ed Adams said, and that's estimated to increase to $53.3 million in 2015, if nothing's done.


Hamilton County Education Association President Sandy Hughes doesn't think the district could legally choose option three, since the high-deductible plan isn't as good as what's offered to state employees.


'These big-deductible plans, I think that's a violation of state law,' Hughes said. 'Our plan has to be at least as good as the state insurance plan.'


This will mark the first time since 1978 that the school district has changed employees' health insurance plans outside of a collective bargaining agreement.


'This came pretty much out of nowhere,' Hughes said of the proposed cuts.


Under statewide changes adopted in 2011 in Tennessee, local school boards don't have to enter agreements with teachers. Hamilton County hasn't been affected until now, because the school district reached a three-year contract in 2011 with teachers that just expired July 1.


Even without a contract, teachers should have a place at the negotiation table to 'collaboratively conference,' Hughes said, under the state law that did away with teachers' collective bargaining rights.


Smith said the district has to decide in time for employees to participate in an open enrollment period in October. Teachers didn't have a representative on the committee considering cuts, because there's no contract.


'There's no union right now,' he said. 'That's the problem. Who do you include?'


Horn said board members weren't on the committee of four school administrators and the district's consultant, Adams, that analyzed ways to cut health care costs. Too many people on the committee would have made it unwieldy, she said.


'We just have to finalize this,' Horn said. 'And I'm hoping we can do it.'

At first, when we saw Kim Kardashian and North West in matching denim at the Burbank airport, I chalked it up to coincidence. But then, when we saw the ladies both sporting all-black ensembles together, it seemed a little too coincidental. Now, I'm full-on convinced that Kim coordinates her outfits with her daughter -- whenever they're in public, at least. And I've gotta say, it's pretty damn adorable.


Kim and North were spotted leaving the Peninsula Hotel in Beverly Hills on Monday, and yep, they were matching from head to toe in their all-white outfits. Kim had on one of her signature tight pencil skirt/long-sleeved crop top get-ups, while North was a little more modest in a white tank top, stretch pants, and moccasins. Both ladies looked stunning as always, but man, it can't be easy to always find an outfit for your baby that complements yours. Dressing a little one is hard enough!


Check out the girls' matchy-matchy outfits. And all-white on a 13-month-old, Kim? Bold! Not something too many moms would attempt.



Adorable, right? But clearly this is no accident. This is now the third time we've seen the girls in similar outfits -- Kim totally is doing this on purpose.

Did Jay Z, Kanye West And Frank Ocean Steal 'Made In America'? This Artist ...

Jay Z, Kanye West and Frank Ocean have all been hailed as creative forces time and again. But now a New York-based musician is claiming that the three copied his work for their song 'Made in America.'


Joel McDonald, a New York-based musician who records under the name Joel Mac, has brought a copyright infringement suit against the three music stars, claiming that they jacked his song 'Made in America' for theirs of the same name on 2011′s Watch the Throne, according to Hip-Hop Wired. In turn, he's reportedly seeking $3 million in damages.


In 2012, Jay and 'Ye settled a lawsuit that alleged they failed to clear a sample for 'The Joy,' also off Watch the Throne.

Luckily, her showy look was balanced out thanks to the longer hemline on the bottom - but there's no denying the fact that this outfit was unbelievably sexy.

Although Kanye and Kim both have busy schedules, they know how to make time for one another - and the multitasking mom knows how to turn it on for her hubby!

Jay Z, Kanye West Sued for Copyright Infringement on 'Watch the Throne' Track


The Throne might be in a bit of trouble.


Jay Z and Kanye West are being sued for copyright infringement on their 2011 Watch the Throne tune 'Made in America,' XXL reports.

The claim is being made by New York musician Joel McDonald, who says the rappers and featured performer Frank Ocean stole the concept of the song from his own tune of the same name, released in 2009.


McDonald, who goes by the stage name Joel Mac, is reportedly seeking $3 million in damages.


The lawsuit interestingly comes as Jay Z's annual Made in America festival, which expands to two cities this year, is getting ready to take off this weekend. Philadelphia and Los Angeles will host the festivals, taking place over two days, Aug. 30 and 31.


None of the musicians involved have responded publicly to the lawsuit.


The rappers were also sued for copyright infringement on the song 'The Joy' from Watch the Throne, with Syl Johnson suing in 2011 due to the song using a sample of his work that he said was not properly cleared. The case was later settled.

The rumored Kim Kardashian/ Beyoncé feud is not going away anytime soon. Kardashian is reportedly still mad about Bey and Jay Z snubbing the Kimye wedding in May.


'Kim blames Beyoncé for Jay Z skipping their wedding,' a source said. 'Kanye considered Jay family, and the last minute decision for him to not come to their wedding was extremely selfish. Kim has absolutely no use for Beyoncé and Jay, and doesn't think they are worthy to be friends with Kanye.'

And this Beyoncé/Kim Kardashian feud reportedly caused plenty of tension at the MTV Video Music Awards on Sunday. A source says the ladies did everything possible to stay away from each other at the ceremony.


'It was the first event that Kim and Beyoncé have both attended since Beyoncé didn't show up for Kim's wedding, so it was planned with military precision,' a source said of the VMAs. 'It would've been a PR disaster for them to bump into each other unawares and for the incident to be caught on camera, so their people made sure that their arrival times on the red carpet were ages apart, and their seats were on opposite sides of the auditorium.'

The source continued: 'There's no way Kim was going to stay away from the event just because Beyoncé was going to be there performing. But both ladies wanted to make sure there were no awkward photo opportunities or a chance for anyone to see them ignore one another, so it was better if they were kept apart.'


But while Kim Kardashian would not yet Beyoncé keep her from having fun at the VMAs, that did not mean the reality star wanted to stay for the entire Queen Bey lovefest. Kardashian and sisters Kylie and Kendall Jenner reportedly walked out of the auditorium right before Jay Z presented Beyoncé with her Video Vanguard Award.

So it appears there are still issues between these two stars, even though it's been months since Beyoncé and Jay Z backed out of Kim Kardashian and Kanye West 's wedding at the last minute.


Rumors quickly swirled that the star couples were feuding, though a source maintained that Bey and Jay skipped the nuptials primarily to avoid contact with Rachel Roy. Roy, who was also invited to the wedding, was reportedly at the center of the infamous elevator fight between Jay Z and Beyoncé's sister, Solange.


'Given Kim and Kanye's list of celeb friends, surprisingly, they didn't invite that many,' a source said of the Beyoncé wedding snub. 'They wanted it to be a small and intimate wedding. Jay Z and Beyoncé were invited but didn't come, seemingly to avoid drama from Rachel Roy who was going. In the end, the wedding was full of love and super intimate.'



But this would not explain why Beyoncé reportedly slams Kim Kardashian behind her back. Bey reportedly thinks of Kim Kardashian as a 'scandalous social climbing w---e.'


Indeed, Beyoncé has no issues hanging out with other A-listers like Gwyneth Paltrow. But Kim Kardashian should realize that her fame pales in comparison to these stars. The reality star likely thought Beyoncé and Jay Z would openly accept her into their social circle once she married Kanye West. Clearly, however, this was not the case, because she is still nowhere near the celebrity that Bey and Jay are. So yet again, we have another example of Kim Kardashian's ego causing a major feud.


'[Kim] thinks that that Beyoncé has always been very arrogant and aloof around her,' a source said. 'Kim always made a real effort to get to know her and Jay, but she was always left with a very cold feeling. Beyoncé made Kim feel very insecure and that isn't something that she is used to. For a very long time, Kim didn't tell Kanye how she felt, but after Jay skipped out on their wedding, she let it all come out.'


Beyoncé might not have even thought her Kimye wedding snub was that big of a deal. And now that she is fighting to save her marriage, she does not have time to deal with Kim Kardashian's drama queen antics. This is just another sign that these two stars are living in totally different worlds, even if Kardashian does not realize it.


Consumers deal with insurance deadline, site glitches

Hundreds of thousands of people risk losing their new health insurance policies if they don't resubmit citizenship or immigration information to the government by the end of next week. Meanwhile, the federal Healthcare.gov site remains so glitchy that they are having a tough time complying.

Consumers are being forced to send their information multiple times, and many can't access their accounts at all, immigration law experts and insurance agents say.


The Centers for Medicare and Medicaid Services sent letters to about 310,000 consumers two weeks ago, telling them they need to submit proof of their citizenship or immigration status by Sept. 5 or their insurance will be canceled at the end of the month.


CMS spokesman Aaron Albright says letters were sent only to people for whom the government has no citizenship or immigration documentation. Yet agents and others who assisted immigrants with applications say they know documentation was sent during enrollment.


Marielena Hincapie, executive director of the National Immigration Law Center, says the problems don't lie with the consumers. The federal databases for the Department of Homeland Security and the Social Security Administration are outdated, have mismatched Social Security numbers and names, and often transpose names for those from other countries, especially refugees from Africa, she says.


Meanwhile, many can't access their accounts. All passwords were changed in April because of a security threat, causing confusion for many consumers. Elizabeth Colvin, director of Insure Central Texas, says many of those her group helped enroll can't reset their passwords because they don't remember their log-in information or security questions.


Even if accounts can be opened, documentation often can't be uploaded, Colvin says. When it is, CMS often says it hasn't been received, says insurance agent Ronnell Nolan, who heads Health Agents for America.


'It's scary because they've sent it in numerous times and different ways, and CMS is saying it doesn't have it,' says Nolan. 'What are all those people going to do? It's going to be a mess.'


Albright says consumers who receive letters should check carefully to determine who needs to send documents and what is needed, then upload them through their marketplace accounts. Those with problems should contact the Healthcare.gov call center at (800) 318-2596.


Hincapie worries that low-income immigrants will lose coverage and says she hopes 'these barriers are eliminated' before open enrollment starts Nov. 15. She says her group has complained to Health and Human Services Secretary Sylvia Burrell, CMS and the White House Domestic Policy Council.
